Herlong Standing Order Settlement The South Carolina Her long Standing Order Settlement is a legal agreement between the South Carolina Department of Health and Environmental Control (SCD HEC) and Her long Environmental Solutions, Inc. (HESS) that was established in June 2009. This settlement resolves allegations of numerous violations of the South Carolina Pollution Control Act at the long Facility in Aiken, South Carolina. The agreement requires HESS to pay a civil penalty of $2.4 million and to implement a number of environmental projects and corrective actions, including the installation of a new wastewater treatment system and the closure of an old landfill. The settlement also requires HESS to comply with all applicable state and federal regulations and to submit quarterly compliance reports.
