Summary of Federal Law Federal law does not limit the number of guns a person may buy in any given time period.

As of January 1, 2023, a blue card or hunter education card is needed to purchase both a handgun and any ammunition. Possession of a Pistol/Revolver Safety Certificate, also known as the "blue card," is a required document as part of the process to purchase a handgun and/or ammunition in Rhode Island.

Open carry of handguns is only expressly permitted for those with a pistol permit issued by the attorney general. Open carry of loaded long guns along public roadways is prohibited by law. Vehicle carry? Permitted with a valid Rhode Island Pistol Permit.

This legislation builds on the progress Rhode Island made last year by passing bills to ban large-capacity gun magazines, raise the legal age to purchase firearms or ammunition in Rhode Island from 18 to 21, and prohibit the open carry of any loaded rifle or shotgun in public.

A third bill (2023-H 5893) would prohibit individuals from purchasing more than one firearm in a 30-day period. A number of exceptions would apply including for law enforcement, inheritance, participation in courses of instruction, temporary rentals at gun ranges, private security companies and licensed collectors.
