The Minersville Borough Council voted unanimously to pass an ordinance that would make it legal to ride off-road vehicles on borough streets. The new ATV ordinance allows riders to travel into downtown from the nearby Famous Reading Outdoors ATV park and trails.
In order to title and register your vehicle(s), you will need to bring the following items with you to the authorized agent: A valid title for all of the vehicles you want to register in Pennsylvania, issued in your name, from your previous state; and.
Registration of a snowmobile or ATV is required to ride on Pennsylvania lands. Pennsylvania will honor the registration from another state if that state honors a Pennsylvania registration.

All-Terrain Vehicles are defined as follows: 1. Class 1 ATV – A motorized off-highway vehicle, which travels on three or more off-highway tires and has a maximum width of 50 inches and a maximum dry weight of 1200 pounds.
"All-terrain vehicle" or "ATV." A motorized off-highway vehicle which travels on three or more tires and which has: (1) a maximum width of 50 inches and a maximum dry weight of 1,200 pounds; or. (2) a width which exceeds 50 inches or a dry weight which exceeds 1,200 pounds.
All All-Terrain Vehicles (ATVs) in Pennsylvania -- except ATVs used solely for business or agricultural purposes -- need to be registered and titled with the Department of Conservation and Natural Resources (DCNR).
Atvs generally don't have titles. They come with a certificate of origin which is similar, but you should be all set with a bill of sale. If you have any questions before you pull the trigger, wherever you go to register it should be able to answer them for you.
