Minnesota Statute 84.922 requires that all-terrain vehicles (ATVs), off road vehicles (ORVs) and off highway motorcycles (OHMs) owned by Minnesota residents must be registered unless exempt. A public use ATV, ORV or OHM registration is valid for three years from the year of issuance.
There is nothing illegal about what you are doing. A title is just proof you own the quad and it is verified you own it by the state. You reqlly dont need one if only riding on private property. But if you ever go to sell it, you will run into issues.
Laws & Regulations All riders in Minnesota who were born after July 1st, 1987 are REQUIRED to complete an approved ATV Safety Course, and carry the Minnesota ATV Safety Certificate with them while riding on public lands.

All ATVs operated in Minnesota must be registered with the DNR, including those used exclusively on private property.
Collector ATVs 25 years old or older are exempt from registration if produced as separate make. May be registered for unlimited use for $14.50 and cannot be transferred. Must display collector registration number and “9999” decal on a plate.
If you're purchasing a new ATV from a Minnesota dealer, they are required to register the vehicle for you. Otherwise, to register an ATV, you must go to a deputy registrar of motor vehicles or the state DNR license center in St. Paul. Bring a record of your ATV's make, model, year, and total width and engine size.
The state requires all trailers that are on the streets or highways to be registered. Depending on the gross weight of the trailer, not all trailers are titled. Go to the Minnesota Department of Vehicle Service​s website for guidelines.
The registration sticker must be affixed on the upper left corner of the plate. All OHMs operated in Minnesota must be registered with DNR. See page 11 for exemptions. Even when operated on private property, registration is required.
You'll also need to get a registration plate from a private store with your ATV's registration number on it, mount the plate to the back of your ATV and apply the registration decal to the plate.
