Life Jackets Every vessel including canoes, kayaks and row boats operated in NYS must have on board one USCG approved wearable life jacket for each person aboard.
Legislation passed in 2019 called Brianna's Law, will require that all operators of motorized craft – regardless of age - complete an approved boating safety class by 2025 (Not required for those who are renting boats).
All persons on board a recreational vessel • 21 feet in length or less must wear a U.S. Coast Guard–approved personal flotation device from November 1 to May 1. In addition to the above requirements, • vessels 16 feet in length or longer must have one Type IV U.S. Coast Guard– approved PFD on board.

Boating Safety Certificates. Who needs a boating safety certificate? Anyone operating a Personal Watercraft (JetSkiâ„¢, Wave Runnerâ„¢, etc.) must have a boating safety certificate, and be at least 14 years of age or older.
Law Section 40.1(d). Anyone underway in a boat less than 21 feet in length anytime between November 1 and May 1 must wear a securely fastened life jacket.
Will I need a course in order to rent a motorboat in New York? No. If you are at least 18 years old, you may rent without completing a course.
