Vessels exempt from registration in New York: Non-motorized vessels, such as canoes, kayaks, rowboats and sailboats without engines. U.S. or foreign documented commercial vessels. Vessels that are properly registered in another state or country and are using New York waters for up to 90 consecutive days.

Hull Identification Numbers (HINs) A hull identification number is a 12-character serial number that is unique to each boat, like a vehicle identification number found on a car. For most boats, this is assigned at the time of manufacture. You need a HIN in order to register your boat.

Registration number should be the only numbers on the forward half of the vessel. The registration number must be at least three inches in height and of block character font. Also, they must be of a contrasting color of the background. The boat registration numbers must stay clearly visible and legible.

New York State requires all registered boats manufactured after 11/1/72 to have a Hull Identification Number (HIN) assigned and affixed to the transom (see diagram). A HIN will be 12 characters (letters and numbers).

Every vessel including canoes, kayaks and row boats operated in NYS must have on board one USCG approved wearable life jacket for each person aboard. In addition, vessels 16 feet and greater in length except canoes and kayaks are required to have a USCG approved type IV throwable flotation aid.

Registration Sticker Put your registration stickers 18 inches from the bow on both sides of the boat. This is approximately the same position that the stickers are located when a boat is also required to have registration numbers on the hull.
