The only people that can not be drafted are the US Vice President, judges in federal service, and those who enlist prior to the reenactment of a draft. Also, prisoners incarcerated in prisons can not be drafted, naturally.
Men who would be classified as Conscientious Objectors if they were drafted must register with Selective Service. If a draft is authorized and they are called, they would have the opportunity to file a claim for exemption from military service based upon their religious or moral objection to war.
This is a final option. Just don't do it. However, you will have to face harsh consequences for refusal. In the US, during wartime and peacetime drafts, people have been jailed for refusing to be inducted into the military.
The first to be called, in a sequence determined by the lottery, will be men whose 20th birthday falls during the calendar year the induction takes place, followed, as needed, by those aged 21, 22, 23, 24, 25, 19, and 18 (in that order).
