If you're talking about Rules Screening, it has been moved to another place. To go there, open your server settings. In the Moderation section, go to Safety Setup > DM and Spam Protection and expand the ``Members must accept rules before they can talk or DM''. You should be able to edit your rules there.
If you head over to the server settings on Discord, select Server Template, give the template a title, it will generate the link for you. :)
