The “by” in bylaw is an old Norse word that means “town.” A bylaw is simply a town, or local, law. Bylaws can't be created out of thin air. Canadian municipalities don't have constitutional status of their own, so they can only pass laws authorized by other levels of government.
Local enactments refer to laws made by local authorities either through primary legislation by the legislature or through subsidiary legislation. The constitution empowers the legislature to make laws in section 4 and chapter 5 of the 1999 constitution of the Federal Republic of Nigeria.
Byelaws are local laws made by a local council under an enabling power contained in a public general act or a local act requiring something to be done – or not done – in a specified area. They are accompanied by some sanction or penalty for their non-observance.

Regulations are rules made by a government or other authority in order to control the way something is done or the way people behave.
Hillsborough County Code states that fences may not exceed four feet in the "required" front yard, or six feet on the side and rear yard. It must be constructed of materials that are consistent with the neighborhood and of commonly-used materials (no scrap metal or other offensive material).
In general, the rules are the set of instructions issued for the public are known as rules. The rules which are legally accepted by the governing authority, are considered as regulations.
A regulation is a bit more formal than a rule – it prescribes the required conduct or action exactly; Rules are also binding, but, by contrast, describe what is generally considered to be the proper course of conduct. Rules are used by agencies to “fill in the gaps” of legislation.
