A person with refugee or asylum status who wishes to travel outside the United States needs a Refugee Travel Document in order to return to the United States. In most cases, a refugee or asylee may use the Refugee Travel Document for travel in place of a passport.
The US Embassy in the UK's website specifically excludes even British non-citizen nationals (BOTCs, BOCs, BNOs, British subjects and BPPs) with British passports from applying for ESTA. So a Refugee Travel Document issued by the UK will also likely not count.
Use Form I-131 - Application for Travel Document. For permanent residents, the re-entry permit is valid for two years from the date of issue. For conditional permanent residents, the re-entry permit is valid for two years after the date of issue.
