In most situations, a driver's license/state ID will suffice for any US ID requirement, particularly a Real ID compliant one, so the basic ID card will be a driver's license or a state ID card. A good candidate for the second ID is a birth certificate.
You will need to provide TWO documents to prove your Pennsylvania residency when applying for a REAL ID.
Ideally, passport and driver's licence, or a national/state ID would be the best. If you only have one of those, use bank cards over office IDs. This is my preference list.
NOTE: If you do not have any bills in your name, two proofs of residency are still required. One such proof is to bring a person with whom you reside along with their Driver's License or Photo ID to the Driver License Center where they will be required to sign an affidavit stating that you reside with them.
