If you're a legal Pennsylvania resident, you can apply for a non-driver ID card when you turn 10 years old. You will need to visit your local PennDOT office (see locations below) with: A completed application for Initial Identification Card (Form DL-54A). Available here or online.
Unfortunately, the PA DMV currently only offers appointments for written and driving tests; you'll have to contact your nearest DMV location for more information.
