SCAT is a form of mass transit. It is a shared-ride service. Other SCAT users will be sharing the ride with you. The bus may be making stops for others before picking you up, and dropping other passengers off before reaching your stop.
You should be able to use your English National Concessionary Bus Pass issued by Suffolk County Council on buses in London. You will need to show your pass to the driver.
