COLUMBIA — The Bureau of Protective Services, a division of the South Carolina Department of Public Safety, reminds the public that with the passage of the South Carolina Constitutional Carry/Second Amendment Preservation Act of 2023, there are areas where it remains unlawful to carry a firearm or dangerous weapon.

One way is for the proposed amendment to be passed by the House and the Senate with two-thirds majority votes. Then, the proposed amendment would have to be ratified by three-fourths of the states. The second way to repeal an amendment is to have a Constitutional Convention.

The word 'infringe' in the Second Amendment states that the government may not take away a person's individual right to keep and bear firearms. The phrasing in the amendment is '...the right of the people to keep and bear Arms, shall not be infringed.
