The MRTP Act was passed in 1969 to ensure that economic power was concentrated in the hands of a few wealthy individuals. The statute was put in place to prevent monopolistic and restrictive business practices. Except for Jammu and Kashmir, it covered all of India.

However under Consumer Protection Act, 1986, it has been used in a narrower sense. 1.5 A consumer can make complaint when he come across defective goods. Here it is required to understand what are the items which can be considered as 'goods' and what constitutes 'defect' under the Act.
