Redlining is a discriminatory practice in which financial services are withheld from neighborhoods that have significant numbers of racial and ethnic minorities. Redlining has been most prominent in the United States, and has mostly been directed against African-Americans.

CLEVELAND — Decades ago in some Cleveland neighborhoods, there were illegal lines drawn to do one thing: Keep certain people from crossing them. They were not painted on Cleveland pavement, but red-inked on some city maps. It was called "redlining," designed to foster racial segregation and discrimination in housing.

They found that East Side Cleveland neighborhoods with the most significant levels of redlining, based on a map from 1940 (shown above), also reported the highest numbers of sexual assaults with untested kits in Cuyahoga County and the highest percentage of children with elevated lead levels.
