The easiest way to start the Silver Shroud quest is to go to Goodneighbor then head to the Memory Den, walk in, turn left, turn right, first red door on the right! Once inside you will need to speak to Kent Connolly, he will guide you to the quest. The quest starts at Hubris Comics! I believe you can start the quest.
IIRC the easiest way to do the quest is just to sneak into the house immediately to your left as you enter, steal the computer password from the end table left of the door, then go to the house at the end of the settlement, where you see the jail cells, and use the password on the computer.
The more difficult way is too use the Silver Shroud dialogue and kill Sinjin first. You'll need too kill him in one hit. The other way is too convince Sinjin too kill you first. Sinjin and his raiders will focus on you and leave Kent alone.
You have to let him make the outfit into armor before you can remove it from your inventory.
There aren't any more Silver Shroud missions after you finish the quest, regardless of whether Kent lives or dies. The only difference is that if Kent survives he'll upgrade the Silver Shroud Costume into Silver Shroud Armor, and provide three leveled incremental upgrades to the armor.
Kent will give you occasional upgrades to the Silver Shroud outfit if you can keep him alive. You got to be quick to take out Sinjin, Best option is to bring a very power sniper weapon and VATS him in the face as fast as you can.
Head to Milton General Hospital. Make your way to the bottom level of the building, that is where you'll find Sinjin and Kent. You can optionally save Kent if you can do kill Sinjin fast enough, or by choosing Kill Me First speech check.
Give the Silver Shroud script to Kent. Give the Silver submachine gun prop to Kent. Listen to the Silver Shroud Radio Station in Goodneighbor. Find, kill, and leave a Silver Shroud calling card as the Silver Shroud on the three murderers Connolly describes.

After you kill Northy, or more accurately, he seems to kill himself, you're supposed to check the body for clues. There is a marker on a pile of rubble, but I don't see any way to get under. Almost finished the silver shroud quest but I still get the search body for clues message. After 12 years at Cal Fire, a captain helped retrieve the bodies of despondent people who had jumped off a bridge.
