"Emergent Behavior," Curie's companion quest, is triggered when Curie asks the player about furthering her research. Concerned about her lack of progression in understanding medicine in the apocalypse, Curie has concluded that her status as a robot prevents her from becoming a great scientist and doctor.
To get Curie in human form, you have to: rescue Valentine, and then pursue Kellogg. After the Kellogg quest, you will be led to Dr. Amari. The Emergent Behavior quest can then continue. After following this main questline to this point, more dialog options are opened up, and then Curies quest can continue.
Head to Dr. Amari in Goodneighbor, and she'll hook you up with a quest to transfer Curie into a synth body. Follow the questline, and bam! Curie gets her new bod.
There aren't any more Silver Shroud missions after you finish the quest, regardless of whether Kent lives or dies. The only difference is that if Kent survives he'll upgrade the Silver Shroud Costume into Silver Shroud Armor, and provide three leveled incremental upgrades to the armor.
Curie is located within Vault 81, in the secret research wing of the Vault.
Make sure you equip silver shroud hat and coat and equip the silver machine gun. Turn on silver shroud radio and leave it on for the quest duration. Then walk to ally between hotel and memory den to find a crouching man kill him and it should work. I had the same problem.
IIRC the easiest way to do the quest is just to sneak into the house immediately to your left as you enter, steal the computer password from the end table left of the door, then go to the house at the end of the settlement, where you see the jail cells, and use the password on the computer.
To activate VATS you hold V (or another button). This doesn't stop time but slows it considerably, and allows you to aim at body parts like in the current VATS. The fact that the enemy is still coming at you though would add a bit of tension and reaction based game play whilst maintaining the strategic element.

After you kill Northy, or more accurately, he seems to kill himself, you're supposed to check the body for clues. With the Silver Shroud missions you have to toss a calling card onto the character's body after you kill them to register as complete."Search body for clues" may not check off after searching Northy's body leaving the player character with a quest blip over his body.
