The County of San Diego Claims and Investigation Division accepts claims by email, U.S. mail, and in-person. Please complete and sign Claim Form CD-1 and email it with supporting documentation to: COSD.Claims@sdcounty.ca.

Claims can be filed in person during regular business hours M-F or by mail at 1200 Third Ave., Ste. 1000, San Diego, CA 92101. Please allow 45 days to process your claim.

Fill out the Summons (form SUM-100) and a Complaint. Also, fill out a Civil Case Cover Sheet (form CM-010). Since you are the one filing a lawsuit, you're called the plaintiff. The person or company you're suing is the defendant.

To begin a civil lawsuit in federal court, the plaintiff files a complaint with the court and “serves” a copy of the complaint on the defendant.

A claim against the County must be made in writing. Claims filed against the County must be completed in ance with the California Government Code, sections 900-915.4. No claim form is required; however, the County does provide claim forms for the convenience of the general public.
