Form C-A Agency appeal pre-argument statement is a document that is filed by a party in an appeal to the Appeals Council of the Social Security Administration. It sets forth the facts and legal arguments that the party wishes to make before the Appeals Council in support of its position. The pre-argument statement must include a brief description of the facts of the case, the issues involved, and the legal arguments and authorities the party will rely upon. It must also include a request for oral argument, if desired. The two types of Form C-A Agency appeal pre-argument statement are: (1) Form HA-520-U5-F6-C-A, which is used to request a hearing before the Appeals Council; and (2) Form HA-520-U5-F7-C-A, which is used to request review of a hearing decision by the Appeals Council.
