Go to your Calendar in Outlook. Find and select the original meeting invitation. Click on Forward and choose whether to send it as a single occurrence or as a series if it's a recurring meeting. Enter the email addresses of those who did not receive it and hit Send.

Add the group or individuals to invite from the Global Address List by clicking Required or by manually typing the address(es). In the banner, click Response Options. In the "Response Options" section, uncheck the "Request Responses" box. In the "Meeting Options" section, select "None" from the "Response Options" drop-down menu. Add the meeting details such as the subject, location, and start/end time. Click on the "Send" button to send the meeting request.

Open the calendar event in Outlook. Make the necessary changes to your meeting. Instead of sending the update to all attendees, select either "Save" or "Save and Close" depending on your version of Outlook.

To add someone to an Outlook meeting without notifying everyone, add the new attendee's email and choose the option to 'Send updates only to added or deleted attendees'.
