The Nebraska Certificate of Tobacco Master Settlement Agreement is a document issued by the state of Nebraska that certifies an individual or business entity as being in compliance with the tobacco Master Settlement Agreement (MSA). The MSA is an agreement among tobacco product manufacturers and 46 states, including Nebraska, that provides for payments to the states in exchange for their release of all claims related to past tobacco-related health care costs. The Nebraska Certificate of Tobacco Master Settlement Agreement is issued to those who have signed an affidavit confirming their compliance with the MSA.
