Allowable Rent Increases Based on CPI-W For most tenants, the most that their rent can increase is the CPI-W percentage plus 2%, but not more than 10%. For tenants who are elderly or disabled, the maximum increase in rent charged is the CPI percentage only, but not more than 5%.

What Is The DC Rental Registration/Claim of Exemption (RAD Form 1)? This is the form used to register a rental property with the Rental Accommodations Division (RAD). Every housing accommodation or rental property needs to be registered and this is the only form that can be used to do it.

The Rental Housing Act of 1985 applies to all DC rental housing and limits rent increases a landlord can institute in apartment buildings constructed before 1975. The District of Columbia's rent control law applies to most rental units in the city unless otherwise exempted.

The Washington, DC 2023 Rent Control CPI calculations have been published. The 2023 rent control percentage will be 8.9%. The 2023 CPI-W will be 6.9% – an increase of 2.7% over the 4.2% CPI for rent control year 2022 (which ends April 30, 2023).
