Most traffic offenses are subject to a one-year statute of limitations. The only exceptions are automobile manslaughter, homicide while under the influence of alcohol, and homicide while impaired by alcohol. Those offenses carry a three-year statute of limitations.

Now known as the Maryland Automated Traffic System (MATS), this plan has evolved into the most sophisticated technique in the nation for scheduling cases for trial with the minimum inconvenience for the courts, police agencies, prosecutors, witnesses, and defendants.

Maryland has a four-tiered court system consisting of the District Court of Maryland, Circuit Courts, the Court of Special Appeals, and the Court of Appeals.

Most traffic violations are misdemeanors and carry a penalty of sixty days in jail and/or a $500 fine. For traffic infractions, penalties never include any jail time. Minor traffic offenses in Maryland are misdemeanors. For example, going 10 miles over the speed limit.

The District Court hears criminal cases, including motor vehicle/ boating violations and other misdemeanors and limited felonies, although the Circuit courts share jurisdiction if the penalties authorized are three years or more in prison, a fine of $2,500 or more, or both.

The jurisdiction of the District Court is concurrent with that of the circuit court in criminal cases, classified as misdemeanors and certain felonies, in which the penalty may be confinement for 3 years or more or a fine of $2,500 or more. The District Court does not conduct jury trials.
