Driving with no Permit in DC is defined as operating a motor vehicle in the District of Columbia without a driver's license in any State in the United States. It is misdemeanor traffic offense codified at § 50–1401.01(d) and carries a maximum penalty of 90 days in jail and/or $500.00 dollar fine.

Any one of the following documents will be accepted: US driver license, not expired for more than 90 days. Out-of-state certified driving record (issued within the last 30 days) showing a valid license, not expired for more than 90 days.

You must have proof of identity (full legal name and date of birth), proof of social security, and proof of residency to obtain a driver license or non-driver identification. For licenses, we also require proof of ability to drive. You must bring original documents.

Utility bill (water, gas, electric, oil, or cable), with name and address, issued within the last 60 days (disconnect notices/bills are not accepted).

Under the provisions of the Learner Permit, teens are not permitted to drive alone. They must be accompanied by a licensed driver, at least 21 years old, sitting in the front passenger seat at all times. Seat belts are required, and driving in the course of employment is prohibited.
