A bill of lading (also referred to as a BOL, or B/L) is a document issued by a carrier to a shipper, acknowledging that specified goods have been received onboard as cargo for transport to a named place. By law, moving companies are required to prepare a bill of lading for every shipment it transports.

Section 7 on a bill of lading helps protect the shipper from being liable for freight charges if the consignee does not make payment upon delivery on collect terms. If the shipment is marked collect and the shipper signs Section 7, then the carrier can not go back to the shipper for payment.

The Uniform Household Goods Bill of Lading is a contract between the homeowner and the moving company for the transportation of household goods. It provides details about the move, such as the pick-up and delivery locations, the list of items to be moved, and payment information.

While the HBL exists to work between the actual shipper and receiver of the goods, and the MBL is meant for the local and foreign freight forwarders assisting the transaction, the role of the BOL remains the same and thus, the information on both Bills must be completely reflective of each other.

An NVOCC operator or a Freight Forwarder will issue a House Bill of Lading (HBL) to their customers, while a Master Bill of Lading (MBL) is provided by the Shipping Line (Carrier) to the NVOCC Operator or Freight Forwarder.

It's important to note that the HBL isn't the same as a Bill of Lading (BL), as the latter is a document issued by the shipping carrier itself. Nevertheless, an HBL is just as essential as it acknowledges the specifics of your shipment and serves as a legal contract between the shipper and the carrier.
