Lane Transit District. The Oregon Department of Revenue administers tax programs for the Lane County Mass Transit District (LTD). Nearly every employer who pays wages for services performed in this district must pay transit payroll tax. The transit tax is imposed directly on the employer.

​Any person, business, or unitary group of businesses doing business in Oregon may have obligations under the CAT. This includes such business entities as C and S corporations, partnerships, sole proprietorships, and other entities.

The state- wide transit tax (STT) is calculated based on the employ- ee's wages as defined in ORS 316.162. Employees who aren't subject to regular income tax withholding due to high exemptions, wages below the threshold for income tax withholding, or other factors are subject to statewide transit tax withholding.
