The short answer: no. In California, it is illegal to attempt to do electrical work on projects costing over $500 without state certification. And you cannot operate an electrical business in California without a C-10 electrical license.

An electrical permit is required when any electrical system is installed, altered, repaired, replaced or remodeled unless specifically exempted by the California Electric Code or by County Ordinance. Per California Health and Safety Code sections 19825 and 19826, we only issue permits to Property Owners (including Corporations), California Licensed Contractors, and Agents of either Owners or Contractors.

The ordinance will allow a maximum height 4' tall fences in front yards, and maximum height of 6' in side and rear yards. Only after this permit is issued may you begin work. Consult with your surveyor and attorney as to placement of fence off or on the lot line.
