A. A child who is twice exceptional (who has disabilities and has met the gifted criteria) must have an Individual Educational Plan (IEP) that covers all of their needs including gifted services.

The Florida Plan for K-12 Gifted Education is intended to set a path for subsequent district program plans to ensure high expectations and achievement for gifted learners. The strengths ofthe student determine the programming options to guide rigorous and differentiated instruction.

Florida defines gifted students as students who have superior intellectual development and are capable of high performance. Each school district serves gifted students through local plans that provide academic and social emotional support.

Gifted students have needs that cannot be met meaningfully using only the regular, unaltered education curriculum. The result is that Gifted IEPs are, by definition, education plans individualized ing to each gifted student's needs.

Rule 6A-6.030191, F.A.C., states the requirements for developing educational plans for students who are gifted. Florida have the right to a free and appropriate public education (FAPE) and this rule explains how individual education plans (IEPs) are to be developed for students with disabilities.
