While the statutory definition of substantial completion varies from state to state, most agree that a project is substantially complete when it can be used for its intended purpose. A construction project need not be absolutely complete; however, any remaining work or defects must be relatively minor and unimportant.

Practical completion refers to the date when the property is signed off by Building Control and a One Guarantee technical surveyor. At this point, it is deemed fit for purpose. This is different from legal completion. This is the date when a buyer completes the purchase of their property and is able to move in.

If the certifier agrees that practical completion has been achieved, a practical completion certificate or statement will be issued by the certifier and the works will be deemed to be practically complete.

Practical completion signifies the end of the contractor's liability for liquidated damages. These are damages payable by the contractor to the client or project owner in the event of the contractor's breach of contract.

'Practical Completion' (PC) plays an important role on construction projects, often signifying the release of retention monies, ending the contractor's liability for liquidated damages, commencing the defects liability period and passing possession of the works to the employer.

This is verified by issuing the Certificate of Practical Completion, or CPC, which means the building should have been completed in ance with the contract requirements, and all contractual requirements between both parties should have been met.

Practical completion is sometimes described as being the point at which a building is complete. Except for minor defects that can be rectified with minimal interference or disturbance to the occupier.
