Sales Tax Exemptions in Connecticut Several exemptions are certain types of safety gear, some types of groceries, certain types of clothing, children's car seats, children's bicycle helmets, college textbooks, compact fluorescent light bulbs, most types of medical equipment, and certain motor vehicles.

However, the following items are subject to a 7.75% use tax rate: Most motor vehicles exceeding $50,000; Each piece of Jewelry exceeding $5,000; Each piece of clothing or pair of footwear exceeding $1,000; and.

Passenger vehicles and light duty trucks purchased from private owners (not a dealership) are subject to sales tax of 6.35% (or 7.75% for vehicles over $50,000). Connecticut Sales and Use Tax is based on the NADA average trade-in value or bill of sale value (whichever is higher).

The sales tax rate of 6.35% applies to the retail sale, lease, or rental of most goods (including digital goods, which are described in Special Notice 2019(8), Sales and Use Taxes on Digital Goods and Canned or Prewritten Software) and taxable services. However, see Special Sales Tax Rates Apply to Certain Sales.

To claim exemption for the purchase of goods or taxable services, the organization must complete CERT-119, Certificate for Purchases of Tangible Personal Property and Services by Qualifying Exempt Organizations and give it to the retailer.
