Developing the PREA Investigative Plan: Developing an efficient and effective PREA Investigative Plan consists of determining that the allegations made are PREA, identifying all participants, developing questions that you may need to ask your witnesses, and analyzing your findings.

The Prison Rape Elimination Act (PREA) Coordinator/designee will review all allegations, determine which allegations fall within the definition of sexual misconduct, and forward those allegations to the appropriate Appointing Authority for investigation.

The law mandates that states adopt a "Zero Tolerance" for all forms of offender sexual abuse and harassment and that each state make prevention of offender sexual abuse and harassment a top priority.

Compelling or allowing an individual to touch the genitalia, anus, groin, thigh, breast, or buttock of any staff or another individual, either directly or through clothing, that is unrelated to official duties or where the staff has the intent to abuse, arouse, or gratify sexual desire.

The individual will be asked specific questions about the alleged incident. not meant to embarrass or make the individual feel uncomfortable. It is important to get as much information as possible so an informed decision can be made about the case. The role of the investigator is to collect information and evidence.
