A written program must be developed before employees enter confined spaces. The program describes the means, procedures and practices to use for the safe entry of permit-required confined spaces, and includes the following: Documentation of permit entry procedures.

Paragraph 1926.1203(a) requires that each employer ensure that a competent person identifies all confined spaces in which one or more of the employees it directs may work, and identifies each space that is a permit space, through consideration and evaluation of the elements of that space, including testing as necessary ...

Permit-required confined space program (permit space program) means the employer's overall program for controlling, and, where appropriate, for protecting employees from, permit space hazards and for regulating employee entry into permit spaces.

If employees are not to enter and work in permit spaces, employers must take effective measures to prevent them from entering these spaces. If employees are expected to enter permit spaces, the employer must develop a written permit space program and make it available to employees or their representatives.

OSHA's standard for confined spaces (29 CFR 1910.146) contains the requirements for practices and procedures to protect employ-ees in general industry from the hazards of entering permit spaces. Employers in general industry must evaluate their workplaces to determine if spaces are permit spaces.

This standard applies to any operation that requires employees, inspectors, or contractors to enter and/or work inside any permit-required confined space. Examples include manholes, sewers, sumps, vaults, vats, pits, tunnels, tanks, or similar confined spaces.

This standard requires every California employer to have a written Injury and Illness Prevention Program (IIPP) to promote health and safety in the workplace.
