Probable Cause Defined If a reasonable person would be led to believe that the law has been or shall be violated, then probable cause has been established. The existence of probable cause is judged by a standard of objective reasonableness based on the totality of facts existing at the time of the determination.

The complaint and summons shall be a uniform traffic ticket in the form prescribed by the Administrative Director of the Courts and shall contain information advising the person to whom it is issued of the manner in which and the time within which an answer to the offense alleged is required.

This is called the “reasonable suspicion” standard.
