A: Minors 16 years of age or older may not be employed before 6 am or after 12 midnight during a regular school week. The minor may not be employed for more than 8 hours in a single day or more than 28 hours per week during a regular school week.

Apply with the Department of Revenue (DOR) for a minor work permit. L&I reviews all minor work permit requests. Once approved, DOR will issue a new business license with your endorsement. You must post this new business license once you receive it, and renew it with DOR every year.

Employees who are 16-17 years old can work six, four-hour days during a school week, with a maximum of 20 hours in the week. For non-school weeks, these minors can work six, eight-hour work days a week, with a maximum of 48 hours worked per week.

16-17-Year-Olds Work Restrictions When school is not in session, 16- and 17-year-olds may only work between 6:00 AM and 1:00 AM and no more than 10 hours a day, or 48 hours a week. Employers may not compel minors in this age group to work beyond 45 hours a week without the minor's permission.

Neither Pennsylvania nor federal law establish limits on the number of hours employees can work in a day or workweek. All employees who are over the age of 16 are free to determine for themselves how many hours per day or week they are able to work.

Child Labor Laws Under Pennsylvania law, no child under the age of 16 may be employed. There is an exception for a child between the ages of 12 and 14, who may serve as a golf caddy, but may only carry one golf bag and not for any longer than 18 holes in one day.

Legal Hours and Jobs for Minors Federal law states that 14-15 year olds cannot work over 8 hours a day, with no more than 3 hours on a school day, and over 40 hours a week, with no more than 18 hours per week while in school. Minors are also not allowed to work before 7am or after 7pm respectively.
