Reagent alcohol is an ethyl alcohol denatured with approximately 5 percent methyl alcohol and further denatured with 5 parts per hundred of isopropyl alcohol. It can be obtained from most laboratory supply houses and may be obtained without a permit.

Does the alcohol content stated on the label need to indicate the exact alcohol content of the product, or does TTB allow a tolerance? A tolerance of plus or minus 0.3 percentage points is allowed for actual alcohol content that is above or below the alcohol content shown on the label.

Rubbing alcohol is a generic term and is usually manufactured with isopropyl alcohol. Different brands of denatured alcohol contain various denaturants such as bittering agents. The purpose is to discourage recreational human consumption by including additives that are bad tasting, bad-smelling or nauseating.

Denatured alcohol is industrial-use ethanol. Any reasonably pure ethanol is a direct substitute. Something like methanol or isopropanol (isopropyl alcohol) is pretty similar. Any other light organic solvent should work fine, like mineral spirits, kerosene, etc.
