A family that is issued a housing voucher is responsible for finding a suitable housing unit of the family's choice where the owner agrees to rent under the program. When a family selects a housing unit, and the HACLA approves the unit and lease, the family signs a lease with the Landlord for at least one year.

Across the United States, the Section 8 Housing Choice Voucher Program helps low-income families afford decent housing in the private rental market. The Los Angeles County Development Authority (LACDA) provides rental assistance to over 23,000 low-income families throughout Los Angeles County.

The Emergency Housing Vouchers are administered through a direct referral process. Local Housing Authorities are working with the Los Angeles Homeless Services Authority (LAHSA) to obtain referrals. The Housing Services Department administers the Public Housing Program and oversees the management of fourteen (14) large HACLA owned public housing developments consisting of over 6,300 units located throughout the city of Los Angeles from the San Fernando Valley to San Pedro, Mar Vista to Boyle Heights.
