The primary function of the authority is to strengthen the economic, social and cultural development of the peoples of the Torres Strait area.

The Torres Strait Regional Authority (TSRA) consists of two parts - the elected Board and the Administration. The TSRA Administration is made up of staff who are Australian Government Public Servants. The Administration staff carry out the functions and responsibilities of the TSRA.

The Torres Strait Islands were annexed in 1879 by Queensland, becoming part of the British colony of Queensland. After 1901, the Islands became part of the Australian State of Queensland, despite some islands positioned off the New Guinea coast.

'Aboriginal' and 'Torres Strait Islander' refer to different groups of peoples. Aboriginal refers to the original peoples of mainland Australia. Torres Strait Islander refers to the original peoples of the 274 islands located north of Australia, in the Torres Strait.

The Torres Strait is the body of water between Australia and Papua New Guinea where the Pacific and Indian Oceans meet and where there are 133 islands, sandy cays and rocky outcrops of which 38 are inhabited.
