The seller must complete the tax affidavit portion of form PWD 143 and/or form PWD 144, sign and date each. If the boat or outboard motor is required to be titled, the seller must provide either the MSO, Texas title OR out--of-state title/registration (whichever is appropriate by that state).

Non-motorized canoes, kayaks, punts, rowboats, or rubber rafts (regardless of length), or other vessels under 14 feet in length when paddled, poled, oared or windblown. Adding an outboard or trolling motor to one of these vessel types requires titling and registration.

PWD 143 - Vessel/Boat Application (PDF) Title and Registration, Registration for USCG, or Sales Tax Only. Save the PDF form to your computer before completing or printing it; do not fill out the form in a web browser. This form is used to: Apply for Texas title and registration for a brand new vessel/boat.

Titling Your Boat Water vessels must be titled within 20 working days from date of purchase in order to avoid penalties and interest. Homemade boats must be titled directly through TPWD. New boats and outboard motors require a Manufacturer's Statement of Origin (MSO).

The following vessels don't need to be registered in Texas: All non-motorized canoes, kayaks, punts, rowboats or rubber rafts or other vessels under 14 feet in length when paddled, poled, oared or windblown. US Coast Guard documented commercial vessels used in coasting shipping.

Unlike auto insurance, there are no laws in Texas that require insurance for your boat or watercraft.

Submit the following to obtain Texas registration and title for a vessel: Form PWD 143 (PDF 259.5 KB ) Form PWD 504 (PDF 62 KB ) (pencil tracing of hull identification/serial number); and. Out-of-state title (if title state) OR out-of state registration card (if registration only state)

Exempted vessels – All (non-motorized) canoes, kayaks, punts, rowboats, paddle craft, or rubber rafts (regardless of length) as well as other vessels that are paddled, poled, oared, or windblown, including sailboats, that are under 14 feet in length.
