The account holder, or also known as cardholder, is the individual or agency/organization component designated by an agency/organization to receive an account to purchase supplies and services for Government use.

2. Assessing the single and monthly limits requested for a Cardholder. The Coordinator is the only authorized entity to establish or change Cardholder- spending limits (single and monthly).

The Governmentwide purchase card may be used to (1) Make micro-purchases; (2) Place a task or delivery order (if authorized in the basic contract, basic ordering agreement, or blanket purchase agreement; or (3) Make payments, when the contractor agrees to accept payment by the card.

In order to use the Governmentwide Commercial Purchase Card for simplified acquisitions up to $25,000 outside the United States and its jurisdictions, the Cardholder, merchant, and supply delivery/service execution must all be outside the United States and its jurisdictions.

A U.S. government purchase card is an internationally accepted credit card issued by individual contractors and available to personnel in all federal agencies under a single General Services Administration (GSA) contract.
