The Driver Privacy Act (DPA), NH RSA 260:14, establishes that the Division of Motor Vehicle's (DMV) records are confidential. Only certain people and entities have access to the records, and then only for certain purposes permitted by law.

New Hampshire is a title required state, and title to a motor vehicle must be proven before registration can be obtained.

A title is a secure document issued by the DMV which represents ownership of a motor vehicle. What vehicles are not required to be titled? New Hampshire does not title motor vehicles that have a model year of 1999 or older. Certain vehicles are considered "exempt."

Vehicles more than 20 years old do not require the emissions test. If your vehicle is 20 years old and newer and is rejected for OBD, you have 60 days to correct the problems and get a retest. Be sure that your vehicle is diagnosed and repaired by a qualified OBD trained technician.

If the vehicle is title-exempt, you only need to complete a bill of sale. Whether or not your vehicle is title-exempt, you also need to register it with the DMV.

Vehicles which are model year 1999 and older are title exempt, which means they will not be issued a title at the time of registration.
