All students between the ages of 14 and 17 are required by Pennsylvania School Law to secure an Employment certificate, known as "Working Papers," before they may begin to work.

A Certificate of Employment, also called an Employment Certificate, is used to verify the employment history of a former or current employee. If the employee is no longer employed by the employer, the employer usually issues the Certificate of Employment upon request by the employee.

Working Papers are available at the public school of the district in which you reside. All students between the ages of 14 and 17 are required by Pennsylvania School Law to secure an Employment certificate, known as "Working Papers," before they may begin to work.

The Pennsylvania Child Labor Act requires all minors ages 14 - 17 to have a work permit in order to be employed. For individuals who are under 16 years of age, a written statement by the minor's parent or legal guardian is also required. Additional limitations apply to the employment of persons under the age of 18.

The process to submit an employment certification is completed electronically through myCalPERS. The electronic employment certification replaces the previous PERS-MEM-1344 paper process. Employers can manually enter or upload payroll information via myCalPERS through the submission of a CalPERS Review File.

Summary of Minimum Age: Minors under 14 years of age may not be employed or permitted to work in any occupation, except children employed on farms or in domestic service in private homes.

Do I need a work permit? A: Yes, under the new Pennsylvania Child Labor Act, a minor, who is a high school graduate, must obtain a work permit from the school district where the employer is located or at the college or trade school they are attending.
