New York. New York has one of the toughest exams to become a Notary. The Empire State requires notary applicants to undergo and pass an exam with a minimum score of 70 percent to obtain an appointment.

It takes about four to six weeks for your Notary application to be received and approved, per the Division of Licensing Services. The entire process may take longer depending on how much time you need to study for the exam, which you must pass before applying to become a Notary.

To qualify for appointment, an oath of office must be signed in the presence of a commissioned Notary and submitted to the Department of State with your completed application and $60 fee.

A newly appointed notary public will receive an identification card within four to six weeks of the date that the Division of Licensing Services receives his or her application. The identification card will indicate the notary's name, address, county and commission term.

Becoming a Notary Public Following successful completion of the notary public test, the applicant must mail the application to the New York State Licensing Commission: P.O. Box 22001, Albany, NY 12201, along with a check for $60.

On January 31, 2023, only electronic notarization is permitted in New York State, through repeal of Executive Law § 135-c, Remote ink notarization and replacement with Executive Law § 135-c, Electronic notarization.
