To qualify for Strong Start, a child must (a) be diagnosed with a condition known to result in developmental delays or (b) must have at least a 50 percent delay in one or more of the five areas of development. For IDEA Part B Special Education in DC, the eligibility threshold is different.

Strong Start DC Early Intervention Program is a statewide, comprehensive, coordinated, multidisciplinary system that provides early intervention therapeutic and other services for infants and toddlers with disabilities and developmental delays and their families.

The age cutoff is the age a student needs to be to attend a particular grade. For all schools participating in My School DC, an applicant for PK3 must be 3 years old by September 30, an applicant for PK4 must be 4 years old by September 30, and an applicant for Kindergarten must be 5 years old by September 30.

Early Childhood Intervention (ECI) is a statewide program within the Texas Health and Human Services Commission for families with children birth up to age 3, with developmental delays, disabilities or certain medical diagnoses that may impact development.
