504 Plan Defined The 504 Plan is a plan developed to ensure that a child who has a disability identified under the law and is attending an elementary or secondary educational institution receives accommodations that will ensure their academic success and access to the learning environment.

The basic difference between an IEP and a 504 plan can be summed up in one sentence: both plans provide for accommodations, but only an IEP provides for specialized instruction for students in grades K–12, while a 504 plan can serve students at both the K–12 and college levels.

504 plans get their name from Section 504 of the Rehabilitation Act of 1973, a broad civil rights law that prohibits discrimination against individuals with disabilities in any agency, school, or institution receiving federal funds.

Bad Things About 504 Plans Some families want to keep disabilities private or disagree their child has a disability. 504 Plans open the door to school disability assessments, which may contain data a parent disagrees with. These records become part of the student's permanent record.

Expand Her Social Network Set up social-behavior goals with her and implement a reward program. Request that the school establish a social skills group. Encourage cooperative learning tasks. Assign her special responsibilities or a leadership role. Compliment positive behavior and work.

Section 504 passed into law as part of the Rehabilitation Act of 1973, one of the first U.S. federal civil rights laws offering protection for people with disabilities. It set up the groundwork for all future legislation protecting people with disabilities, such as the Americans with Disabilities Act (ADA).

Accommodations are typically grouped into four categories: presentation, response, setting, and timing and scheduling.
