62.1 A request for redress or a protest committee's decision to consider redress shall be based on a claim or possibility that a boat's score or place in a race or series has been or may be, through no fault of her own, made significantly worse by [no further changes].

The protesting boat shall inform the other boat at the first reasonable opportunity. When her protest will concern an incident in the racing area she shall hail 'Protest' and conspicuously display a red flag at the first reasonable opportunity for each. She shall display the flag until she is no longer racing.

30.3. If flag U has been displayed, no part of a boat's hull shall be in the triangle formed by the ends of the starting line and the first mark during the last minute before her starting signal.
