Bottom line, no likely masterstroke -- no single stratagem or killing blow -- would have defeated the United States. Rather, Japanese commanders should have thought and acted less tactically and more strategically. In so doing they would have improved Japan's chances.

The general public was not ready to join another war, opting for neutrality. A poll taken in 1939, after the outbreak of war, showed 94% as being against going to war.

Although in retrospect U.S. entry into World War II seems inevitable, in 1941 it was still the subject of great debate. Isolationism was a great political force, and many influential individuals were determined that U.S. aid policy stop short of war.

Responding to Japanese occupation of key airfields in Indochina (July 24) after an agreement between Japan and Vichy France, the U.S. froze Japanese assets on July 26, 1941, and on August 1, it established an embargo on oil and gasoline exports to Japan.

But had the Japanese not attacked Pearl Harbor, the Pacific War would largely have evolved along similar lines. The US and Japan had been on a collision course for months if not years. With or without the attack on Pearl Harbor, the two countries were heading for war.

This prompted Roosevelt to freeze all Japanese assets in the United States on July 26, 1941, which effectively cut off Japan's access to US oil.

Without the US in WWII, the western Allies would have had no resources or manpower to defeat Germany. Russia was able to turn back Germany largely on the strength of money and materials that the US provided. In the Pacific, no power would have effectively resisted, let alone defeated, Japan.

At the most extreme, no attack on Pearl Harbor could have meant no US entering the war, no ships of soldiers pouring over the Atlantic, and no D-Day, all putting 'victory in Europe' in doubt. On the other side of the world, it could have meant no Pacific Theatre and no use of the atomic bomb.
