STATEMENT OF UNDERSTANDING (SOU) The Government Travel Charge Card (GTCC) is mandated to be used by DoD personnel to pay for authorized expenses when on official travel unless an exemption is granted. This includes temporary duty travel (TDY), and, per Component guidance, permanent change of station (PCS) travel.

The DD3120 Statement of Understanding must be signed by each cardholder upon initial card issuance, when arriving and in-processing into a new organization, and every three years thereafter. It states that the applicant understands the provisions of the travel card program and proper use of the travel card.

Agency Program Coordinators, or APCs, manage day-to-day operations of the travel card program for an organization and serve as the primary liaisons between the travel cardholder and the Government Travel Charge Card (GTCC) vendor.

Which is an action you should coordinate with the APC before you start a Permanent Change of Station (PCS) move? Ensure your IBA is placed into a PCS and Mission Critical Status.

Salary offset is the collection (by deduction from the amount of pay owed to the cardholder) of any amount the cardholder owes to the travel card vendor as a result of undisputed delinquencies. Upon written request DFAS will, on behalf of the travel card vendor, begin the process of salary offset.

The GTCC should be used to pay for all of the cardholder's official travel expenses, including but not limited to meals, lodging, rental vehicles, and airfare. The Joint Travel Regulations [PDF] outlines which expenses are reimbursable, and under what circumstances.

MYTH: If my bill is delinquent, the GTCC contractor will automatically report my delinquency to the credit bureaus, affecting my credit score. FACT: An outstanding bill will not be reported to the credit bureau UNLESS the bill has remained unpaid for 210 days.
