(a) All persons who desire to obtain a grading permit must first obtain the County Official's approval of grading plans or improvement plans for such work. An application for grading plan or improvement plan approval, signed by the owner of the property to be graded, shall be filed with the County Official.

All grading within the County of San Diego must be completed in ance with approved plans and permits. Work that involves movement of more that 5,000 cubic yards of material must be done under the supervision of a civil engineer.

A permit is required for projects such as new construction, additions, remodeling or repairs to electrical, mechanical and plumbing systems. All new permits and approvals must be submitted online.

Grading permits are typically required for the following types of Projects: Mass Grading (GRD Permit) Rough Grading (GRD Permit) Precise Grading (GRD Permit)

Land grading is a leveling of the surface. Dirt from higher up is moved into the lower lying areas to create a nice level surface to serve as the foundation for your project. Sometimes land grading may require you to move in additional dirt from somewhere else to complete the job. Land may be graded flat or sloped.

To apply for a grading permit, you will need to submit grading plans using an approved Construction Plan Template. Depending upon the scope of your project, you may also need the following: Storm Water Requirements Applicability Checklist (DS-560) completed and signed. Drainage Study.
