Title 24 requires windows and doors with a U-Factor of 0.32 and a SHGC (Solar Heat Gain Coefficient) of 0.25 in most climate zones (Section 150.1(c)3A). If you are located on the San Francisco peninsula, you are most likely in what is called "Coastal Zone 3".

Title 24 applies to you if you are modifying, moving, replacing, or disconnecting and reconnecting at least 10% or 40 light fixtures in a room and you are pulling a permit for your project. Generally speaking, routine maintenance does not trigger Title 24 compliance.

The U-Factor measures how well the window in- sulates. While the U-Factor can take any value, in general for windows it ranges from 0.20 to 1.20. The lower the U-Factor, the better the window insulates.

The maximum U-factor for windows will be 0.30 (previously 0.32). The maximum SHGC in cooler climates will be 0.23 (previously 0.25).

If your space is greater than 100 sqft and your lighting in the space uses more than 0.5 watts per square foot of general lighting, Title 24 requires that you have multi-level lighting controls. Controls that turn off the lighting in a room automatically (in case someone forgets to manually turn the lights off).

Energy Rating (ER)—a value demonstrating the balance between U-factor, SHGC and air leakage. The higher the number, the more efficient the product. (This value applies to windows and doors only.)

For ductwork, Title 24 requires adequate sealing to prevent leaks and sufficient insulation to minimize energy loss. The level of necessary insulation will range depending on the climate zone the building is in. At the minimum, it must be R-8.

When building a new commercial structure or expanding to the conditioned floor space in an existing space, Title 24 envelope documentation needs to be submitted to obtain your building permits. You will also need a mechanical Title 24, if you're modifying, adding or replacing the HVAC system in a commercial building.
